Tourism Minister Dilip Parulekar who is facing the Serula Land Grab case has been told by the court to remain present in front of the special judge B P Deshpande at 10am on August 11, 2015. The case of Serula Land Grab in which it has been alleged that the Parulekar has acquired the land paying mere Rs. 3.41 lakh for the land which worth more than Rs. 1 Crore which resulted in causing the loss to Serula comunidade. This matter was filed before the court in 2014 under section 420 for cheating and the case was being heard at the JMFC mapusa.

According to the news published by the national daily “Special Judge under the Prevention of Corruption B.P Deshpande will on Tuesday August 11 at 10 am hear the Serula Communidade land grab case filed against Goa Tourism Minister Dilip Parulekar.”

Last week Judge B P Deshpande has directed the crime branch to file its status report on the investigation after the advocate Aires Rodregues had pulled the attention of the court towards this matter saying that though the court on October 2014 had directed the investigation officer to submit the investigation report in months time but the crime branch is intentionally delaying the process.

The Mapusa JMFC on January 16 2014 had directed the Porvorim Police to register an FIR for offences under sections 119, 120, 420 read with 120-B of the Indian Penal Code, against Parulekar, Peter Martins, then attorney of Communidade of Serula and Irene Sequeira, then Administrator of Communidade of Bardez.

It has to be recalled that advocate Rodrigues in his complaint had drawn the Court’s attention that the 599 sq mt of prime land on the Chogm Road at Porvorim was given away to Dilip Parulekar without any auction and without following the procedure contemplated under the Code of Communidade and that the whole intention was to fraudulently facilitate the doling out of prime Communidade land to Dilip Parulekar.

Agreeing to monitor the probe the Court by an order dated August 14, 2014 directed the Police to file a status report on the investigation every 15 days till the completion of the probe.

This case shows the how the matters remains pending in the clear cut cases too due to the way our system works. Sometimes it cannot help perhaps as hundreds of thousand cases are pending before the court and by the case reaches to the final judgment it takes decades.
