Almost 4 years after the 7-year-old girl was raped in the toilet of a school premises the CBI has finally submitted the closure report in the case. The investigation says that the accused remains untraceable and hence the CBI (Central Bureau Of Investigation) has decided to approach the JMFC (Judicial Magistrate of First Class), Vasco seeking the permission for closure of the case. The sources have said that the case will come up for the hearing on Thursday.
The sensational rape case of the 7-year-old girl which shook the Vasco city and perhaps the entire Goa for that matter. According to the sources, the incident took place on the 14th January 2013 wherein a 7-year-old girl studying in the 2nd standard was raped by the unknown accused in the toilet of the school premises. After the incident came to the light, the accused was already absconding. Initially the case was taken over by the local police and subsequently, it was handed over to the Crime Branch and later in was given to CBI for the investigation.
According to the sources, CBI interrogated 391 suspects and despite having the biological evidence CBI was unable to fish out the accused from the suspects. The sources further revealed that the CBI also carried out DNA test on 14 suspects, including on the headmistress’ nephew and son, put eight suspects through the lie detection test, and did fingerprint matching of nine suspects, but did not get favorable results.
According to the sources, Three different sketches of the accused were released by the Goa police and CBI and the case was registered at the Mormugao police station under the section 447, 376 & 201 of the Indian Penal Code (IPC) and section 8(2) of the Goa Children’s Act, 2003 and Section 3 (a) punishable under Section 4 of (POSCO) Protection of Children from Sexual Offences Act, 2012. It was transferred to the crime branch of Goa police on the same day.
After the incident, almost four months later, in the month of May, an NGO demanded that the case be handed over to the CBI, as the local crime branch had failed to make any detection. Agreeing to the demand, the state government accorded consent to the Delhi special police establishment and after the Union home ministry issued a notification transferring the case, CBI took over the case from the crime branch of Goa police in September 2013.
In a second case, the Goa police had arrested the headmistress of the school on charges of negligence. But when the CBI took over the minor girl rape case, it declined from investigating the second case – that of negligence registered against the school headmistress and management said the sources. In its closure report, the CBI has said that the culprit was not traceable despite all efforts. This will end the chapter of the rape case wherein the innocent girl and her family suffered till date and may continue to suffer forever. The India’s biggest investigation agency, using all their intelligence, couldn’t able to trace the accused in this case, what could be the more embarrassing situation for our Intelligence system?
