The point raised by Mr. Rane came in the backdrop of unethical practices going in the prisons of Goa. The custodial death of notorious criminal Ashpak Bengre has become the platform for raising the issues like this, claimed the sources.

Mr. Rane recalled an incident when he was the Home Minister of Goa a letter received by him stating about the male prostitution activities going on inside the jail premises. “There is an existence of male prostitution amongst the jail birds (inmates),” he said adding that he is not aware if the present home minister has ever visited the jail. “The prisons in Goa are in pathetic condition and I don’t know if the state home minister (presently Laxmikant Parsekar, who is also CM of Goa) ever visited the jail. It’s in pathetic condition. When I was Home Minister… I got a letter which stated that there is male prostitution amongst the jail birds. These boys are put with hardened criminals,” Rane, a former Chief Minister, said.

Mr. Rane also moved the cut motion demanding the grants for jail and the police department. Mr. Rane demanded to separate the seasoned criminals from the other inmates to avoid their harassment. “The hardened criminals should be separated from the other criminals and should be lodged in the separate cell,” he said.

Mr. Rane also raised the concern over the need of a facility that will help inmates to raise their issues. “Allow the inmates to give their complaint to the authorities in writing,” he said. He also demanded that ‘matka gambling’ should be legalized in Goa. “Matka bookies are all over the place. Legalize it (matka). You have allowed so many casinos already,” said the Leader of Opposition.

Besides the above issues, Mr. Rane also raised several other issues pertaining to the road accidents and drugs. Mr. Rane said that the Goa government should be strict while granting licenses so that the number of road accidents is curtailed. He also said the state government should pay serious attention towards the drug menace.

“There is drug abuse and there are drug traffickers. Many times we blame some foreigners. But the consumers are locals,” he claimed. “The drugs is killing our younger generation. We have to nip it in the bud. We have practically written off coastal belt for what is happening there. Not only drug trafficking, there is human trafficking also happening there,” Rane claimed. “Tomorrow any tourist will mistake our own ladies as being freely available. This is not what we expect to be Goa’s tourism,” Rane said.
