Modi said “Acche Din Ayenge” but that was synonymous for development and progress in India but then he was not aware that the phrase will be used for all types of evolution. Today Goa state is facing enormous elevation in corruption in administration and public life with the Anti-Corruption Bureau (ACB) receiving more than 700 complaints against the police personnel, bureaucrats and politicians from the time BJP (Bhartiya Janata Party) came into power in year 2012. Now does this means Acche Din or not is the matter of debate.

According to the statistics provided by the ACB office out of the 700 complaints received in the duration of last three and half years, 297 complaints have been closed after the preliminary inquiry and 410 complaints are still pending. During this period around 45 criminal complaints have been registered out of which 11 were trap cases, three were misappropriations cases and 31 other cases. The ACB statistics also shows that only 11 criminal cases have been registered before BJP government came to the power in Goa in which only 6 trap cases, 1 misappropriation of assets case and 6 more other cases.

Sources also say that there was a rise in registration of cases when Manohar Parrikar took over as a Chief Minister of Goa in year 2012. He ordered the ACB to conduct enquiries into the matter and register the cases against the culprit’s involved into the corruption but as soon as the Laxmikant Parsekar took over the reins of the state the process of enquiry slowed down. For the last six months, not a single case has been referred to the ACB by the government to conduct an inquiry in the corruption case. Similarly, there are 190 cases pending before the government, for its nod to conduct further investigation into the cases.

According to the ACB statistics there were around 1392 cases of corruption booked against the politicians and bureaucrats in year 2003 out of which 563 cases are pending till date and enquiries are completed in 819 cases. Out of pending 563 cases, 190 cases are pending before the government for approval. Some of the cases which are registered by the ACB are, against unknown officials of Goa industrial development corporation in the matter of arbitrary and illegal allotment of land in special economic zones in Goa to various companies. There are also cases against the members of the scrutiny committee, the members of the departmental selection committee of the directorate of transport and the candidates selected for the post of assistant motor vehicle inspector for carrying out illegalities into the recruitment of 29 assistant motor vehicle inspectors.

ACB had also booked Police Sub Inspector Rahul Dhamshekar from Ponda police station for demanding and accepting a bribe of 8000 while in another case ACB has also booked PSI Sushant Gawas attached to Calangute police station for demanding a bribe to avoid arrest.  A case has been booked against former Sancoale sarpanch Ramakant Borkar for demanding and accepting a bribe of 2 lakh from the builder for hiding irregularities in the matter of issuance of occupancy certificate for the commercial/residential project at Sancoale village. A case is also booked against former Mandrem talathi Vithal Sawant for amassing huge assets to the extent of 32 lakh during the period from 1991 to 2008 against his likely saving of 2 lakh which are disproportionate to the tune of 30 lakh.

There are and there will be many more to go till the time every culprit gets punished there will be no decline in the corruption. Though BJP has done the good job by activating the ACB force and handing over the culprits to them but the question here is whether it was for the demand of the justice or due to the revenge against the opposition? There are many such questions and testimonies we have to debate on this subject but we will appreciate your comments and suggestions on this issue.
