Distance Education Programme in Goa is a Big Scam?

The state government has received several complaints by the students in the past who have been duped by the various distance education programmes in Goa. Across Goa plenty of signboards can be spotted advertising higher education programmes through distance mode, claiming affiliation to universities in states like Maharashtra and Tamil Nadu. But, the latest list of University Grants Commission’s (UGC) distance education bureau shows that there is not a single institute in Goa authorised to run distance education programmes. Even though the programme can be seen openly advertised, the state government doesn’t even possess any list of such fake institutes. It is known that many such institutes are operated from rented apartment spaces and some even run classes even though institutes authorised by UGC to run distance education programmes can only register students and provide study material, but not run classes.

According to the UGC circular, Goa is among the few states like Manipur, Meghalaya, Mizoram, Himachal Pradesh and Jharkhand where there are no institutes of higher education that have the permission to offer distance education courses.

This makes the Indira Gandhi National Open University (IGNOU), headquartered in Goa at Porvorim, the only authorised body to offer courses of higher education through distance mode in the state. IGNOU is a university set up through an Act passed by the parliament.

The only measure being taken by the state government so far to warn students in Goa against institutes offering fake courses is an issuance of small notices in newspapers at the beginning of the academic year. The notices ask students to adequately verify the affiliation of a programme before enrolling for the same.

Till date, there have been no raids or inspections carried out at such institutes, which by no means can be said to be operating in a clandestine manner.

“The students and parents are requested to take admission in the approved programmes and in approved institutions only. It is also advised that before taking admission kindly go through the terms and conditions as given in the recognition letter and also various notices issued by UGC, regarding territorial jurisdiction of universities including establishment of examination centre’s, study centre’s/off campuses, online courses and technical/professional courses, which are uploaded on UGC website and are available at the following links: 1. http://www.ugc.ac.in/deb/notices.html 2. http://www.ugc.ac.in/ugc_notices.aspx,” the UGC circular states.
