HIGH CEMENT SPEED BREAKERS WERE CONSTRUCTED ON THE DABOLIM HIGHWAY WITHOUT ANY PRIOR LEGAL PERMISSION FROM THE CONCERNED AUTHORITIES CAUSING FATAL ACCIDENTS WITH NEARLY KILLING TWO PEOPLE.

Speaking to Goa Prism Prominent Social Worker and activist Tara Kerkar confirmed that upon her investigation she found that the speed breakers on Dabolim highway were constructed illegally by the GSIDC, for which she then gave a written complaint to a collector who brought the issue to the notice of authorities.

The Highway Road officer, however, did not take any immediate action on the matter. The negligence and delay in removal of speed breakers caused two people serious injuries and losses to their vehicles.

As per the Indian road guidelines, Speed Breakers are necessary to be used only in Urban areas, on minor roads and residential areas. They are not recommended on high-speed roads or highways outside urban limits. Despite this, there were speed breakers illegally constructed on Dabolim Highway.

Although after a lot of complaints the Speed Breakers have finally been removed. The question still remains that how can people construct speed breakers with the legal bodies having no knowledge about it? Why was there a delay in removal of the speed breakers when early action could have prevented the accidents? What are your views on this?

There are specific norms for erecting speed breakers. Secondly if there is any requirement than any request application addressed to the Goa municipal Corporation or Traffic dept should be acted upon.

Once application is received by the BMC road dept, it is forwarded to the traffic electronic dept.; and further Transfered to the specific area Traffic Senior PI of that particular jurisdiction, who will survey, study the density of traffic and submit its report to the BMC approving or disapproving the said proposal. If it is approved only than the maintenance dept will execute the speed breaker with proper diamentions as approved by the corporation.

It is very common that elected representives without going through the above process just use the elected power to erect such illegal speed breakers. With needs to be removed. The Mumbai High Court some years back had issued an order that corporation should remove these illegal speed breakers. BMC went ahead and removed even authorised speedbreakers, which I got it reinstated.

GOA Municipal corpiragion needs to wake up!!!!!
